As a motivational tool, the governor announced that commissioners would be expected to sign a Performance Bond at the end of the retreat, aiming to keep the focus on achieving established deliverables. The MORE agenda, according to Governor Oborevwori, aims to foster inclusive and sustainable economic growth, strengthen human capital, develop infrastructure, improve financial management, and enhance governance and accountability systems for improved service delivery.

In his keynote speech on "Innovative Approach to Building a State that Works for the Citizens," Governor Obaseki of Edo State highlighted the challenges posed by the global inflation caused by the COVID-19 pandemic. He emphasized the increasing use of technology and artificial intelligence, urging sub-national and local governments, including Delta State, to work diligently to meet the needs of the people.

Governor Obaseki also revealed plans to repurchase the state's shares in the Benin Electricity Distribution Company (BEDC), collaborating with Delta, Ekiti, and Ondo States. The Deputy Governor of Delta State, Sir Monday Onyeme, expressed gratitude for organizing the retreat and emphasized the governor's commitment to reshaping governance for greater efficiency.

Dr. Kingsley Emu, the Secretary to the State Government, provided a comprehensive overview of the More Agenda and its thematic areas during the retreat.
